چکیده
Abstract This paper reports from a qualitative case study in the Gambian education sector. The applies an affordance perspective to ongoing strengthening of national management information system. Our analysis distinguishes between micro‐level technology‐use affordances (e.g., civil servants using IT for data capture and reporting), meso‐level system (IS) data‐driven decision making at organizational level), macro‐level affordances, which include policy interventions ensure attainment sector goals. contribution is twofold. First, introduces stepwise framework IS identification terms granularity levels (micro, meso macro). Second, outlines how use allows actualization turn serve as foundation articulation higher‐level interventions. Far too often, ICT development (ICT4D) projects focus on putting technology hands users with assumption that “better data” will drive development. significant work involved identifying actualizing often not explicated recognized related plans budgets.
